Riot refugees of Muzaffarnagar changed demography of Kairana, says NHRC. What does Census 2011 data say?

New Delhi, Sep 22: The National Human Rights Commission (NHRC) on Wednesday released the findings of its own investigation into the allegations of migration of Hindus from Kairana town in Uttar Pradesh. The NHRC has found that the resettlement of about 25-30 thousand riot-affected Muslims from the neighbouring Muzaffarnagar district in 2013 has changed the demography of Kairana town in favour of Muslims becoming majority community. The population data of Census 2011 shows Kairana town was already dominated by Muslims much before 2013.

“In 2013, the post-rehabilitation scenario resulting in resettlement of about 25/30 thousand members of Muslims Community in Kairana Town from district Muzaffarnagar, UP, the demography of Kairana town has changed in favour of the Muslim Community becoming the more dominating and majority community,” said NHRC.

The Census 2011 data shows Kairana town was already dominated by Muslims.

As per the Census 2011, Kairana (sub-district of Shamli district) has a total population of 5,86,254, of which Hindus are 2,66,061 (45.38%) and Muslims are 3,10,336 (52.93%). But the domination of Muslims in Kairana urban or Kairana town is far greater.

The total population of Kairana urban is 1,69,660. Hindus are 50,843 (29.96%) and Muslims are 1,16,669 (68.76%).

The Census data also shows that Hindus are in majority in rural areas of Kairana.
The total population of Kairana rural is 4,16,594. Hindus are 2,15,218 while Muslims are 1,93,667.

The NHRC in its report further said that the influx of riot refugees changed the social situation in Kairana and led to further deterioration of law and order situation.

“Most of the witnesses examined and victims feel that the rehabilitation in 2013 has permanently changed the social situation in Kairana town and has led to further deterioration of law and order situation,” the rights panel said and counted it as one of the many reasons behind the alleged migration of Hindus from the Kairana town.

“Most of the witnesses stated that many families migrated due to threats pertaining to increase in crime and deterioration of Law and Order situation,” said NHRC.

Whether the resettlement of the Muzaffarnagar riot refugees has led to further deterioration of law and order situation in Kairana town is a subject of thorough investigation substantiated with crime data prepared by the police.

In June this year, BJP MP Hukum Singh had released a list of 346 people who, he claimed, had moved out of Kairana because of extortion by “one particular community” and lack of security. When the district administration of Shamli probed the allegations it found only three persons named in the list had left Kairana after extortion threats. It said the BJP MP’s list included 16 dead people, seven names were duplicated and 27 still lived in Kairana. But more importantly, it found that 179 people of the list had left Kairana four-five years ago, and 67 had left 10 years ago. The riot took place in Muzaffarnagar in Sep 2013. More than 60 people were killed in the communal clashes between Muslims and Jats and around 50,000 were uprooted.
